Pimlico and Westminster Market Update - 10 August 2026

As September draws to a close, the residential market across Westminster and Pimlico remains active but highly selective. Buyers continue to have a reasonable choice of property, while affordability and borrowing costs are encouraging careful decision-making.
For sellers, this places greater importance on realistic pricing, good presentation and having the relevant leasehold information ready from the outset. Buyers are still prepared to proceed when a property compares well with its competition and represents fair value.
Market Activity and Buyer Sentiment
The latest national indicators point to a market that is moving, although at a measured pace.
The Bank of England reported that mortgage approvals for house purchases decreased from 55,900 in July to 54,900 in August. The effective interest rate on newly drawn mortgages also increased from 4.45% to 4.60%. These figures suggest that buyers remain active, but higher financing costs are continuing to influence budgets and confidence. Bank of England
HMRC recorded 95,220 seasonally adjusted UK residential transactions in August. This was 1% lower than in July and 2% lower than in August 2025. Completions generally reflect offers agreed two to four months earlier, so these figures provide useful background rather than a direct measure of current activity in Westminster and Pimlico. HMRC
Our reading of the local market is that motivated buyers remain present, but they are taking time to compare properties and understand the full cost of ownership. For buyers, establishing a comfortable budget before negotiating remains sensible. For sellers, a credible asking price and clear information about the lease, service charges and building condition can make it easier for an interested party to proceed.
Sales and Pricing
The latest provisional ONS and HM Land Registry figures place the average City of Westminster property price at £877,000 in July 2026, 20.7% lower than a year earlier. The provisional average for flats and maisonettes was £776,000.
These borough-wide figures require considerable care. Westminster contains a varied mix of property, and monthly local-authority data are based on fewer transactions than national estimates. The ONS cautions that short-term local movements can be volatile and that recent figures remain subject to revision. Office for National Statistics
An average should therefore not be read as the change in value of an individual home. A flat’s location, building, lease length, condition, aspect, outside space and service charges can all have a significant bearing on demand.
For owners considering a sale, recent transactions involving genuinely comparable properties provide a more useful starting point than a single borough-wide percentage. Our role is to weigh that evidence alongside the particular qualities of the property and the seller’s own plans.
Stock Levels
The latest Zoopla evidence indicates that buyers nationally have around 5% more homes to choose from than a year ago, while the number of sales agreed is lower. This reinforces the importance of accurate pricing and local advice as the autumn market develops. Zoopla
There is no sufficiently robust public September stock count for Westminster and Pimlico alone. Availability can also vary substantially between property types, price ranges and individual streets.
For buyers, greater choice provides an opportunity to compare carefully. For sellers, it means considering how the property will sit alongside both newly launched homes and listings that have already spent some time on the market. Homes that are well prepared and sensibly positioned from the beginning are more likely to attract purposeful interest.
The Lettings Market
The official rental picture in Westminster remains comparatively stable. The ONS recorded an average private rent of £3,196 per month in August, an annual increase of 0.6%. Across London, rents increased by 3.5% over the same period. Office for National Statistics
These figures include both new and existing tenancies and cover the whole borough. They should not be treated as a guide to the achievable rent for every property. Location, condition, furnishing, layout and the availability of comparable homes remain central to an individual rental assessment.
For tenants, the figures suggest that Westminster has not experienced the same rate of annual growth as London overall. For landlords, continuing demand remains encouraging, although presentation, compliance and an informed asking rent are essential.
Westminster’s renewed Additional HMO Licensing Scheme has been in effect since 31 August 2026. It applies across the borough to certain shared houses and flats occupied by three or more people from two or more households who share facilities. Existing licences remain valid until their expiry date, and renewal applications can be made up to three months beforehand. Landlords and managing agents should check the council’s requirements for the individual property. Westminster City Council
Updated Right to Rent guidance also applies to checks conducted from 1 October. The changes include updated digital verification requirements, revised acceptable-document guidance and clarification concerning eVisas and checks on new adult occupiers. Landlords remain responsible for ensuring that the correct checks are completed and recorded. Right to Rent guidance
Outlook
The evidence available on 1 October supports a measured outlook. Activity has slowed at a national level, borrowing costs continue to affect affordability and buyers have enough choice to be discerning. At the same time, transactions are continuing and well-positioned homes can still attract committed interest.
For sellers, preparation and pricing will be particularly important during the autumn market. For buyers, the current conditions provide room to compare properties carefully and negotiate with a clear understanding of the wider costs. Landlords should continue to review both market evidence and their compliance responsibilities.
